Safety first

I'M not too keen on the title 'Motorist v Cyclist', however, the argument could roll on and on.
We all see faults on both sides but there is one thing that favours the motorist that's the fact they have to undergo training and take a test before they can drive.
I do agree that there are too many cyclists of all ages that have no road sense at all and would like to see all cyclists having to pass a proficiency test.
Too many cyclists ride without lights and neglect to use safety equipment.
The use of lights and a warning bell is required by law but it seems not enforced. The wearing of cycle helmets and high visibility jackets/vests should be compulsory and the use of earphones etc banned.
